The Health Emergency Preparedness and Response Authority (HERA) of the European Commission was established as a direct consequence of the lessons learned from the initial management of the COVID-19 pandemic. 

HERA's mission is to ensure the development, manufacturing, procurement, and equitable distribution of key medical countermeasures to prevent or rapidly respond to cross-border health emergencies. It was also entrusted with the responsibility of the industrial dimension of enhancing the security of supply of critical medicines in the EU.
